Delegate Jeffries, J. moves to amend the bill on page two, by striking out all of section §60-5-4 and inserting in lieu thereof the following:

Ҥ60-5-4. When election is to be held.

Elections must be held during the typical Primary or General elections; and shall not be held by a special election.”
